      In the fall of 2015, sheriff's deputies, responding to a tip, arrived at a so-called horse 'rescue' farm in Virginia and discovered nearly 100 emaciated horses. Several were near death or already dead, and in the course of trying to save the living, several more had to be euthanized. As horrific as this one story seems, we found it's not uncommon. As correspondent Chris Papst discovered, one problem may be safeguards to protect these animals can differ greatly by state.
